LOCAL CONTEXT
Manipur has a statewide Emergency Response Support System but local police response is explicitly district-based. Current Manipur Police material publishes separate control rooms across valley and hill districts, while MASLSA operates District Legal Services Authorities and local legal-aid clinics.
