LOCAL CONTEXT
Ladakh's high-altitude terrain, long road distances and weather exposure make phone-first emergency routing particularly important. The Union Territory has two distinct districts, Leh and Kargil, with separate district administrations and local control rooms. Aurora therefore starts with UT-level ERSS and police routes, then preserves the Leh/Kargil boundary rather than treating Leh as the local operational centre for all of Ladakh.

ROUTING
The UT Administration explicitly identifies Dial 112 as the Pan-India Emergency Response Support System available to Ladakh residents and visitors; its current helpline page also publishes Police Control Room 100 and Women Helpline 1091.
Official Leh and Kargil district sources both publish 108 for ambulance; Leh also publishes 102.
Kargil's current district portal publishes its own Police Control Room and Joint Control Room contacts. Those numbers remain Kargil-specific rather than being promoted to UT-wide status.
Ladakh Legal Services Authority is separate from Jammu and Kashmir Legal Services Authority, with district legal-services activity in Leh and Kargil.
TRUST BOUNDARY
