Jammu and Kashmir operates through Jammu and Kashmir divisions with district administrations beneath them. Aurora keeps UT-wide routes prominent while treating Srinagar, Jammu and individual district contacts as local routes rather than interchangeable answers.
LOCAL CONTEXT
Jammu and Kashmir is one Union Territory with two major administrative divisions and district structures beneath them. The Kashmir Divisional Commissioner coordinates the Kashmir Division and publishes its own district and SSP structure; Jammu has a separate divisional administration. Aurora therefore keeps common helplines visible while resolving division and district before surfacing local administration, police or disaster contacts.

The current Divisional Commissioner Kashmir portal publishes 100 for police, 108/102 for ambulance, 1091 for women and 1098 for children.
Kashmir Division's official portal separately identifies its Deputy Commissioners and district SSPs, demonstrating that local routing is district-specific rather than Srinagar-wide.
Jammu and Kashmir's disaster-management framework uses state/divisional/district Emergency Operation Centres; Aurora will publish direct disaster numbers only when a current operational source confirms them.
The High Court of Jammu & Kashmir and Ladakh links separately to the Jammu and Kashmir Legal Services Authority and Ladakh Legal Services Authority, so the two Union Territories must not be conflated for legal-aid routing.
