Assam's support system becomes particularly location-sensitive during floods and other disasters. Guwahati also has a Police Commissionerate that does not represent policing across the whole state. Aurora keeps statewide help visible while preserving district and commissionerate differences.
LOCAL CONTEXT
Assam's support routes need to account for district administration, flood exposure and a policing structure in which Guwahati Commissionerate is distinct from district police elsewhere. Aurora therefore uses statewide numbers for the first contact, then narrows disaster, police and legal-aid routing when district or commissionerate context changes the answer.

ROUTING
Government of Assam currently publishes 100 for police, 108 for medical emergencies, 181 for women and 1098 for children.
ASDMA distinguishes the State Emergency Operation Centre on 1070/1079 from District Emergency Operation Centres on 1077.
District portals may publish additional local control-room contacts, particularly during floods. Those contacts are district-specific and should not be copied statewide.
Guwahati has a Police Commissionerate with its own commissioner and DCP structure; Aurora will not use commissionerate contacts as the default police route for the rest of Assam.
ASLSA publishes separate District Legal Services Authority contacts, allowing legal-aid routing to become local once the user's district is known.
TRUST BOUNDARY
Aurora will not assume that a Guwahati office serves as the practical local destination for a user elsewhere in Assam.
Assamese-first presentation is a localisation target, with Bengali relevant in parts of the state; spoken-language availability for individual helplines remains evidence-based.
District disaster numbers are surfaced only against the district that publishes them; 1077 remains the safe district-level route where ASDMA supports it.
